A NEW PHASE FOR THE ENERGY TRANSITION
The Conto Termico 3.0 has been published in the Official Gazette and will take effect on December 25, 2025.
The decree issued by the Ministry for the Environment and Energy Security (MASE) introduces simplified criteria and a direct payment system to promote small-scale, low-impact energy projects.
WHO CAN ACCESS THE INCENTIVES
The Conto Termico 3.0 is available to:
• Public Administrations (municipalities, schools, public bodies);
• Private homeowners, for systems using heat pumps, biomass, or solar thermal energy;
• Commercial and service-sector entities, for efficiency or renewable energy projects.
Buildings must already have an existing and documented heating or cooling system.
ELIGIBLE INTERVENTIONS
Two main categories of works are included:
1️ Energy efficiency
Thermal insulation, replacement of windows and doors, mechanical ventilation systems, energy audits, and energy performance certificates (EPC).
2️ Production of thermal energy from renewable sources
Heat pumps, solar thermal panels, micro-cogeneration, district heating systems, installations for greenhouses and rural buildings.
Industrial, agricultural, and sports facilities are also eligible.
CONTRIBUTIONS AND PAYMENT METHODS
The Conto Termico 3.0 is a non-repayable grant managed by the GSE (Energy Services Manager):
the beneficiary receives the contribution directly into their bank account, without waiting for tax deductions.
• Coverage up to 65% of expenses for private entities;
• Up to 100% for public buildings, schools, and healthcare facilities.
Payments can be made as:
• A single installment for amounts up to €15,000;
• Annual installments over two to five years for higher amounts.
ELIGIBLE EXPENSES
Reimbursement includes not only direct costs but also:
• Dismantling of existing systems;
• Supply and installation of equipment;
• Control and distribution systems;
• Masonry and hydraulic works;
• Energy audits and technical certifications.
ANNUAL SPENDING LIMITS
The total annual budget amounts to €900 million:
• €400 million for Public Administrations;
• €500 million for private entities and companies;
• €20 million dedicated to innovative solutions.
Once these limits are reached, the GSE will temporarily suspend new applications.
CUMULABILITY AND COMPATIBILITY
The Conto Termico 3.0 cannot be combined with national incentives covering the same expenses (such as Superbonus 110% or Ecobonus).
However, it can be combined with local or regional incentives, provided they apply to different costs and do not exceed the overall 100% reimbursement limit.
HOW TO APPLY FOR THE INCENTIVE
Applications must be submitted through the GSE’s Portaltermico platform:
• Direct access: within 90 days after project completion;
• Advance booking: to secure the incentive before starting works (available to Public Administrations only).
A simplified procedure is available for small systems via the certified equipment catalog.
